This Error happened when Apple reviewed the app and they rejected it, it happens only on some devices. all steps highlighted in the support articles are correct, most devices pull the products correctly, but not all. bundle id is correct, product id are the same, all countries listed, all prices listed, only all user audience with 2 products and it still refuse to work on some devices.

Can you please let us know on what devices the products are not being pulled correctly?
If you cannot reproduce the error, there might be an issue on the Apple reviewer side. In our experience, it should help to make a screen recording and attach it to the review application, as well as include the info about the xcode version.
